Countermeasures

We—the United States and Mexico acting together—must act decisively now. Doing so will require a close partnership with the Mexican government, and it will often require following the leadership of the Mexican government. The shared vision is a U.S.-Mexico commercial environment free from CE influence. The potential alternative is a destabilized, if not partially failed, Mexico with all the catastrophic consequences that would flow from that.

This discussion of countermeasures will consider rudimentary strategy and then suggest long- and short-term countermeasures. It will not dwell on the obvious gross underfunding of the overall program mentioned above—even though underfunding truncates and defeats all other measures—or propose countermeasures that would require funding that is not reasonably available, although it is clear that underfunding eliminates consideration of many potentially effective measures. Nor will it spend time cataloging or rating things that are now being done. Much is being done, true, but it is obviously not enough. This discussion will focus on items that are possible with reasonably available funding that are not presently being done or are not presently being done in the way described.
